The City of Walnut Creek is widely recognized for its innovative programs which benefit the citizens as well as providing a dynamic, stimulating work climate for City employees. Nestled in the hills east of San Francisco Bay, the City Hall is located in the charming downtown and is steps away from a variety of restaurants, upscale shopping and entertainment venues.

There is currently an opportunity to assist the City Attorney's office in implementing the City's legal program at the Deputy or Assistant level. Most work is performed independently within the limits of the general policies of the City and established standards and practices of the legal profession. Under general supervision, the function of this role is to perform professional legal work including legal analysis and advice, tort claim and civil litigation procession, including trials, code development, and revision; providing legal advice to City staff and officials, represent the City in various mediation, settlement and other hearings, prepare a variety of legal documents including pleadings, discovery responses, contract, reports and opinions, and perform related work as required.

In addition to requiring a broad base of general legal knowledge, this position will have a specialization in the area of Land Use. Areas of focus include private development, easement, encroachment, eminent domain, real estate, construction, engineering, clean water program, and some interaction with redevelopment.

This position can be either part time (minimum of 20 hours per week), or full time with the possibility for flexible work hours for the right candidate.

Qualifications:


* Minimum of 1 year real world experience in Land Use
* Graduate of an accredited school of law, preferably with a specialization or emphasis on municipal law
* 1 to 4 years experience as a practicing attorney performing legal and trial work, including some experience in municipal law.
* Knowledge of the principles of municipal law including land use planning, environmental and real property law and labor relations.
* Knowledge of the common law, and of local, state and federal laws and court decision, particularly in regard to general administrative and regulatory functions of government.
* Knowledge of civil litigation procedures.
* Skill in conducting comprehensive legal research, and providing accurate, well-reasoned legal interpretation.
* Skill in writing clear, concise, and accurate legal pleadings, opinions, contracts, agreements and other legal documents and correspondence.
* Skill in determining alternative legal and administrative approaches to solve problems.

Special Requirements:

* Admission to the State Bar of California within 10 (ten) months of appointment.
* Class C California Drivers License and a satisfactory driving record.
